    In 2006, a question was given on how to do Costing of a Hepatitis B Prevention Program. All students instead of attempting the question, developed an expenditure budget. Remember the following equation in attempting such questions

    Cost of a Program = Cost of Program Development + Cost of Interventions + Administrative Costs - Savings on Services - Savings from Decreased Complications
